Sir,

Smuggling.

HONG KONG CUSTOMS AGREEMENT.

We attach copies of letters exchanged

between our Hong Kong house and the Imports and Exports Office in Hong Kong with regard to the prevalence of

smuggling from Hong Kong to Chinese territory. These

afford additional evidence of the importance of a

satisfactory settlement between the colony of Hong Kong and the Chinese Customs, with regard to which we wrote to the Secretary of State for the Colonies on 19th June

and we think will be of interest to you.
